What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.

Boosts

Certain items come with inherent boo that is less effective when upgraded, such as the Goldwrap which provides more slots for potion. These are often upp'd to add value to a perfect or near-perfect item.

Costs

Upgrades have a few associated costs. The first is the upgrade itself. This cost can be expensive and is contingent on the new ilvl of the Best Item upgrader and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.

The other is the cost of items needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.

Upgrades to an item upgrade are complicated and takes time. Depending on the size of the upgrade, it can take anywhere from 8 to 12 hours. The upgraded item's base stats are calculated based on the new ilvl of the item bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, as well as other important stats. In some instances the upgrade will provide additional perks that can be selected from a list of available perks.

In rare cases the upgrade will replace only the highest-costing bonuses.
